New Columbia is a 556 unit affordable housing project owned by Home Forward. Of these, 94 one-bedroom units, 89 two-bedroom units, 96 three-bedroom units, 45 four-bedroom units, and 7 five-bedroom units are funded under the Rental Assistance Demonstration program known as RAD. This program requires the household income not exceed 50% of the Areas Median Income. Participants typically pay less than 32% of their monthly income toward rent with the remaining portion to come from the Housing Authority of Portland (Home Forward). New Columbia also has a PBV program (Project Based Section 8). These are subsidies attached to specific units. There are 27 two-bedroom, 36 four-bedroom, 8 five-bedroom and 2 six-bedroom units in the PBV program.
Our subsidized waitlists are open for the 4-6 bedroom sizes only. Please carefully review the housing subsidy occupancy standards to see if your household size qualifies.

The 1986 Tax Reform Act created the Low Income Housing Tax Credit (LIHTC) as an incentive to encourage the construction and rehabilitation of rental housing for lower-income households. The program offers credits on federal tax liabilities for 10 years. In exchange, the developments are required to maintain affordability for a period of time (see LIHTC rent limits), often decades after the tax credits have been used up. Currently, our Tax credit waitlist is OPEN for bedroom sizes 1-4.
